The winner of Belfast City Council's "What A Scream" competition, Toni Upon (12) along with Lord Mayor Alban Maginness and Ursula Campbell, Environmental health officer. Toni's winning scream reached 08.8 decibels which is louder than the noise from a pneumatic drill at 5m. She won a £20 token to spend at Virigin Megastore.
